refactor: move auth, GDPR, and booking cleanup to centralized scheduler
Convert CleanupRevokedJTIs to return (int, error) and remove StartJTICleanup goroutine. Add CleanupStaleLoginEntries and CleanupGDPRExportCache for centralized scheduler.
